The Hong Kong early years market
Hong Kong has one of the densest early years markets in Asia. The Education Bureau registers more than 250 settings as Kindergarten or Kindergarten-cum-Child Care Centre under the Pre-primary Education Voucher Scheme. Of those, roughly 60 settings operate in English or in a structured Mandarin English bilingual model and serve the international and expatriate family market. The remainder operate in Cantonese or Putonghua, primarily serving the local population.
The international segment splits into three groups. ESF International Kindergartens, which feed priority access into the ESF primary network, sit at the centre of the expatriate market. The Woodland Pre-Schools group, with multiple campuses across Hong Kong Island, sits alongside ESF as the other broadly recognised English medium chain. A long tail of independent settings, including the Victoria network, Tutor Time, Anfield, Discovery Mind and a number of single-site Montessori and Reggio Emilia-inspired campuses, fills out the rest. Fees, half day and full day
Hong Kong kindergartens publish fees in two formats: half day (either morning or afternoon, 3 hours) and full day (typically 9am to 3pm with hot lunch). Annual tuition for half day runs from HK$70,000 at the value end to roughly HK$110,000 at the premium settings. Full day runs from HK$120,000 to roughly HK$200,000. Most international kindergartens charge full day at close to double the half day fee, reflecting the longer day, the lunch provision and the higher staffing ratio in the afternoon block.
The Pre-primary Education Voucher Scheme provides up to HK$36,840 a year off tuition at participating local kindergartens. Most international and bilingual settings sit outside the scheme and do not offer the voucher subsidy. Capital fees are uncommon at kindergarten in Hong Kong, with most settings charging only a registration fee of around HK$1,500 to HK$4,000. Where expat families live for kindergarten
Kindergarten catchment in Hong Kong matters less than primary catchment, because most settings run small enough geographies that morning school transport (the standard Hong Kong school bus) is rarely needed. That said, expat families with kindergarten-age children still cluster by geography. Mid-Levels, Sai Ying Pun and Kennedy Town serve the Woodland chain, ESF Hillside (via transport), and the Victoria Belcher campus. Repulse Bay and Stanley serve the Woodland Repulse Bay campus and the Hong Kong International School Reception 1 catchment.
Discovery Bay on Lantau Island serves the Discovery Mind Kindergarten and the Discovery College early years feeder. Tung Chung serves the ESF Tung Chung kindergarten and the Yew Chung International School Hong Kong Tung Chung campus. Admissions calendar and feeder routes
The Hong Kong kindergarten admissions calendar is unusually compressed. Applications for the August 2026 cohort opened at most settings between July and October 2025. The most competitive K1 lists at ESF Hillside, ESF Wu Kai Sha, Woodland Mid-Levels and Victoria Causeway Bay closed in late October 2025, with offers from January to February 2026. PN (Pre Nursery, age 2) applications opened on the same schedule for August 2026 intake.
Feeder routes are limited. ESF International Kindergartens feed priority access into the ESF primary network through a structured central process. The Victoria network has an informal feeder path into Victoria Shanghai Academy at primary. No other Hong Kong international primary formally guarantees access to its kindergarten alumni.
