The Hong Kong school landscape
Hong Kong's international school market has two distinct tiers. The English Schools Foundation (ESF) runs 22 schools that receive partial government subsidy and offer fees from $10,000 to $20,000 per year. Outside ESF, premium private schools (CIS, HKIS, Harrow, Kellett, German Swiss) range from $20,000 to $35,000 per year, often with a one-off capital levy or debenture from $50,000 to $5 million.
Most schools require a non-refundable nomination right or capital contribution. Always factor debentures into total cost. ESF schools do not require debentures and remain the best value for expat families with priority placement guaranteed for English-speaking, non-Chinese-eligible children.
