How many primary schools in Hong Kong

Hong Kong has roughly 55 international primary schools, counting both standalone primaries and the lower-school sections of through schools. The English Schools Foundation, known as ESF, runs nine primaries that together place close to 6,000 children. Outside ESF, the larger private operators include Kellett, Chinese International School, Hong Kong International School, Canadian International School, German Swiss International School, Australian International School, Yew Chung, Harrow, Renaissance College and Discovery College.

That is more primary capacity per child than Singapore, Tokyo or Seoul. The trade-off is that demand at the most sought-after primaries still outstrips supply at Year 1 and Year 3 entry, so families targeting Bradbury, Glenealy, Kellett Pok Fu Lam or HKIS often apply more than a year ahead.

About 70 percent of the primary cluster delivers the IB Primary Years Programme or an inquiry-based equivalent. The remainder run an explicit English national curriculum, a US elementary programme, or a bilingual model that interleaves Mandarin with English.

Fees and the primary tiers

Primary tuition divides into three clear tiers. The value tier sits at HK$110,000 to HK$150,000 a year and covers the nine ESF primaries plus a handful of smaller community schools. The mid tier runs from HK$150,000 to HK$210,000 and captures Kellett, Canadian International, Australian International, Renaissance College and Yew Chung. The premium tier, HK$210,000 to HK$260,000, includes CIS Lower Primary, HKIS Lower Primary, German Swiss International, Harrow and the senior years at Discovery College.

Headline tuition rarely tells the whole story. Most independent primaries require either a debenture, which can run from HK$300,000 to HK$1.5 million, or a non-refundable capital levy of HK$30,000 to HK$60,000 per year. ESF schools use a much smaller refundable Capital Building Levy. Where primary families live

Primary-age families cluster around four areas. The Mid-Levels and the Peak are the heartland of ESF Bradbury, Glenealy and Peak School families, plus German Swiss. Pok Fu Lam and Sandy Bay anchor Kellett, ESF Kennedy and Canadian International. Discovery Bay on Lantau, a low-rise residential community with no private vehicles, anchors Discovery College and Discovery Mind Primary; it has become particularly popular with Australian and British families with younger children. Repulse Bay and Tai Tam on the south side concentrate HKIS, French International School and the higher end of the Hong Kong Academy intake.

Kowloon side options have grown sharply since 2022. ESF Kowloon Junior, Yew Chung Education Foundation and the Harrow Tuen Mun primary now collectively place around 1,800 lower-primary children, with families typically based in Kowloon Tong, Ho Man Tin or the New Territories.

Admissions calendar

The Hong Kong primary year runs August to June. Year 1 and Grade 1 main intake applications open at most schools between September and November of the preceding year. ESF schools use a centralised online application platform with the Year 1 round closing in late October. Kellett, CIS and HKIS close their main rounds by early December. Late entrants are placed on a waiting list and offered places only as withdrawals come through, typically May to August. Mid-year transfers run on a rolling basis subject to availability, with most movement happening between December and March.

If you are committing to a specific Tier 1 primary, apply at least 9 to 12 months before your desired start. For the most oversubscribed Year 1 cohorts, sibling priority and corporate debenture holders absorb most of the available seats before the open round even closes.
