Shanghai is the commercial, finance and fashion capital. Beijing is the political and cultural heart of the country, headquarters to most state-owned enterprises and the bulk of foreign press bureaus. Both run mature international school markets, but the social rhythm and air quality of the two cities are noticeably different.
Schools landscape side by side
Shanghai families typically shortlist Shanghai American School, Concordia, Dulwich College Shanghai Puxi, Shanghai Community International School, Wellington College International Shanghai, Yew Chung International School and SAS Pudong. Most operate at full IB or US accreditation, with substantial sport, music and university counselling infrastructure.
Beijing parents look at the Western Academy of Beijing, the International School of Beijing in Shunyi, Dulwich Beijing, Harrow Beijing, Yew Chung Beijing and the British School of Beijing in Shunyi or Sanlitun. Schools are concentrated in Shunyi for villa life and in central districts such as Chaoyang for apartment living. See our Shanghai city hub and Beijing city hub for full school lists.

Fees and value for money
Tuition is broadly similar across the two cities. Premium secondary fees sit at RMB 280,000 to 333,000 per year, with elite IB or American schools at the top end. Mid-tier schools run RMB 180,000 to 260,000 and a handful of bilingual options come in lower.
Capital levies of RMB 25,000 to 60,000 per child apply at most top schools, alongside bus fees of RMB 20,000 to 45,000 and lunch and trip costs adding another RMB 15,000 to 25,000 a year. Use the fees tool to model a two-child family budget for each city before committing.
Curriculum availability
Both cities offer the full sweep: IB Diploma, American AP, British IGCSE and A Level. Shanghai has a slight edge in IB density and Concordia is one of the most established American schools in Asia. Beijing has a marginally deeper British presence in Shunyi. Chinese language pathways are strong in both, with full Mandarin immersion available at Yew Chung and select bilingual schools. The IB hub covers programme structure in detail.
Neighbourhoods families pick
Shanghai expat families gather in the former French Concession and Xintiandi for inner-city apartment living, and in Pudong compound communities such as Jinqiao, Lianyang and Forest Manor for villa life near schools. Pudong is the natural choice for Shanghai American School families. Rents for a four-bedroom family villa run RMB 35,000 to 65,000 per month.
Beijing families pick Shunyi compounds such as Beijing Riviera, Capital Paradise and Quanfa for proximity to ISB, WAB and Dulwich. Central families prefer Chaoyang. Comparable villa rents in Shunyi run RMB 30,000 to 55,000 per month.
Lifestyle and climate
Shanghai has more polish in cafes, retail, art and nightlife. Public transport is excellent. Winters are damp and chilly without central heating in many buildings, summers are humid. Beijing offers world-class history, hutongs, the Great Wall on weekends and a more diplomatic and academic social mix. Beijing winters are colder and drier, summers more comfortable. Air quality has improved markedly in both cities since 2018 but Beijing still has more bad-air days. Healthcare is excellent in both, with international clinics including Parkway, United Family and Raffles.
Practicalities also differ. Shanghai's Hongqiao and Pudong airports give faster access to Southeast Asia and Australia, useful if family is spread across Sydney, Singapore or Bangkok. Beijing's Daxing has shortened transit times for Europe-bound families and remains the natural hub for North Asia. Both cities run efficient metro systems to school catchments. Domestic help and drivers are easier to arrange in Shanghai and slightly more formal in Beijing. Either way, plan a settling-in budget of around USD 8,000 to 15,000 for deposit, first month rent and uniform and book costs before the salary lands.
Verdict: who picks which city
Choose Shanghai if you want the more cosmopolitan, fashion-forward and connected expat experience, with stronger IB and American school density.
Choose Beijing if your work is policy, state-owned enterprise, diplomatic or media-related, you prefer villa life near schools in Shunyi and you want easier access to the cultural heritage of north China.
Run both through the cost calculator with realistic salary, rent and three years of school fees per child.
Frequently asked questions
Are international schools in Shanghai and Beijing open to local Chinese passport holders?
No, the foreign-passport rule still applies at most international schools in both cities. Local Chinese citizens are routed to bilingual private schools or the public system. Always confirm with the school registrar before booking flights for a tour.
Which city has better air quality for children with asthma?
Both cities now run well below their 2010 peaks, but Shanghai is consistently a little cleaner over a 12 month average. Beijing has more bad-air days in late autumn and spring sandstorm season. Most expat schools install high grade filtration and operate indoor PE on bad days.
Can my child stay in the international school stream all the way through Diploma?
Yes. Both cities have full IB Diploma and American AP pathways and a steady pipeline to UK, US, Canadian and Australian universities. Most top schools publish university destination lists you can verify directly.
How do school fees in Shanghai or Beijing compare to Hong Kong?
Shanghai and Beijing are 10 to 25 percent cheaper than Hong Kong at the premium tier and similar to Singapore. Once capital levies in Hong Kong and Singapore are added, mainland Chinese cities often look better on all-in cost per child.
Is there a deposit refund if we leave mid year?
Most schools refund the term security deposit on departure but not the capital levy or annual registration. Read the parent contract before signing and budget for non refundable amounts in year one.
