Singapore offers a deep, expensive international school market with very long waiting lists. Berlin offers a much smaller, much cheaper market with a strong bilingual German English option that many families end up loving. The trade off between price, climate and school capacity is sharper than for almost any other pair on the list.

Schools landscape side by side

Singapore has a deep Tier 1 bench. The schools dominating shortlists are UWCSEA, Tanglin Trust, Singapore American School, Dulwich College Singapore, Stamford American International and the Australian International School. Demand frequently outstrips supply for Years 1, 7 and 12 places at the top three names, with waiting lists running 6 to 18 months at peak intake.

Berlin's market is small but credible. Flagships include Berlin International School, Berlin British School, Berlin Brandenburg International School, Berlin Cosmopolitan School and the Phorms Berlin campuses. Capacity is generally available, and many state recognised bilingual schools charge only EUR 3,000 to EUR 8,000 per year for high quality English German programmes.

Fees and value for money

Singapore is one of the most expensive markets in the world. Premium schools including UWCSEA Dover, Tanglin Trust and Singapore American School publish secondary fees between SGD 38,000 and SGD 56,000 (USD 28,000 to USD 42,000). On top of tuition expect a one time refundable building or facility levy of SGD 3,000 to SGD 10,000 and a 4 to 7 percent annual uplift. See our Singapore fees guide for the all in cost.

Berlin is the bargain of European capitals. Private international school tuition typically runs EUR 12,000 to EUR 24,000 per year, with Berlin International School around EUR 12,300 in primary and EUR 18,240 in Year 12. State recognised bilingual schools are dramatically cheaper. Most expat families budget EUR 15,000 to EUR 25,000 plus EUR 2,000 to EUR 5,000 in capital and registration in Year 1. Use the cost calculator to model the five year all in number per child.

Curriculum availability

Singapore covers IB, American (AP and SAT pathway), British (IGCSE and A Level) and a small Indian and French line. The IB Diploma dominates university outcomes. Berlin's standout is the bilingual German English route, used by both Berlin Cosmopolitan and many Phorms campuses, plus a strong IB offer at Berlin International and Berlin Brandenburg International. For curriculum specific guidance see the IB hub and British curriculum hub.

If you may move on within five years, an IB Diploma in either city travels well to UK, US, Australian and continental European universities. Berlin's state recognised bilingual route also opens doors to German universities at near zero tuition, which is a unique advantage that many families overlook.

Neighbourhoods families pick

In Singapore, the catchment areas that matter are Bukit Timah and Sixth Avenue (near Tanglin, Dover Court and the German European School), the East Coast (around UWCSEA East, OFS and Tanjong Katong), Holland Village and Dempsey for Stamford American, and Woodlands for Singapore American. A three bedroom condo runs SGD 8,000 to 14,000 per month with limited garden space.

In Berlin, expat families cluster in Mitte, Charlottenburg, Prenzlauer Berg, Dahlem and Zehlendorf depending on the school. A four bedroom apartment or family house in Charlottenburg or Dahlem runs EUR 2,500 to EUR 4,500 per month, less than a third of central Singapore.

Lifestyle and climate

Singapore is hot and humid year round, around 27 to 32 degrees Celsius, with daily afternoon storms. The country is materially safer in survey data and has unmatched public transport. Berlin has cold dry winters and mild summers around 22 to 28 degrees Celsius, with parks, lakes and bike infrastructure that change family rhythm completely. Travel from Berlin opens the rest of Europe within hours; Singapore opens Southeast Asia.

Singapore family life clusters around clubs, condo pools and weekend breaks to Bintan or Phuket. Berlin family life is shaped by parks, lakes (Wannsee, Muggelsee), bike commutes and Christmas markets. Both cities feel safe at any hour, but the texture of childhood is materially different.

Verdict: who picks which city

Choose Singapore if you want world class schools, safety, predictable academic outcomes and a calm tropical rhythm, and your role can absorb the premium. It is the stronger city for families approaching Year 11 to 13 where IB Diploma outcomes will shape university applications.

Choose Berlin if budget, space and lifestyle matter more than school market depth, or if you want your children to grow up bilingual in German and English at a state recognised price. Many families we work with run both cities through the cost calculator and the five year all in delta usually exceeds USD 200,000 per child in Berlin's favour.

Frequently asked questions

Is Singapore or Berlin cheaper for international school families in 2026?

Berlin is dramatically cheaper. School fees in Berlin run 30 to 60 percent of comparable Singapore programmes, and overall cost of living is about 30 percent lower. Housing for similar space is roughly half the Singapore price.

Which city has better international schools?

Singapore has a deeper Tier 1 bench with UWCSEA, Tanglin Trust and Singapore American School. Berlin has fewer schools but credible IB, British and bilingual German English options at much lower fees. Best fit depends on budget, curriculum and year group.

Is the family visa easier in Singapore or Berlin?

Berlin is generally easier for skilled workers via the EU Blue Card, with straightforward family reunion. Singapore Dependant Passes are tied to the main applicant's Employment Pass salary and recent reforms have raised the threshold.

How long does the school admissions process take in each city?

In Singapore, Tier 1 schools commonly have 6 to 18 month waiting lists for Years 1, 7 and 12; budget at least a full term lead time. In Berlin, decisions often come back within four to eight weeks and capacity is usually available even mid-year.

Where do most international school families live in each city?

Singapore families pick Bukit Timah, the East Coast, Holland Village and Woodlands depending on the school. Berlin families settle in Mitte, Charlottenburg, Prenzlauer Berg, Dahlem and Zehlendorf.
