Choose Lisbon if your end goal is EU residency or citizenship, your work can be remote (D8 digital nomad visa) or you qualify for the Tech Visa, and you want a Western European lifestyle without London or Paris prices. Lisbon's 5 year route to Portuguese citizenship is the structural prize.

Is the Portugal NHR tax regime still available in 2026?
No, the original NHR programme closed to new applicants in 2024. A narrower replacement (the IFICI scheme for scientific research and innovation) replaced it but is far less generous. Lisbon's tax appeal for expat families has been substantially trimmed.
Is the MM2H visa still attractive for Malaysia?
Yes, particularly the Silver and Gold tiers introduced in 2024. Minimum financial requirements were raised, but the residency rights, low income tax on foreign earnings and freedom to study at international schools remain. For families with retired or location-independent earners, it remains one of the most attractive long-stay visas in Asia.
How does the path to citizenship compare?
Portugal allows naturalisation after 5 years of legal residency, subject to language and integration tests. Malaysia has no comparable route for expats; permanent residency exists but is extremely rare for non-Malaysians.
