Singapore wins on schools, safety, public infrastructure and academic outcomes, but at a serious price. Lisbon is dramatically cheaper across school fees, housing and disposable spending, and offers a generous Portuguese visa that scales well for remote-working families. Both cities have mature English-medium provision from age 3 to 18, though Singapore's bench is far deeper.
Schools landscape side by side
Singapore has a smaller market by school count than Dubai or Hong Kong, but a remarkably deep Tier 1 bench. The schools that dominate shortlists are UWCSEA (Dover and East), Tanglin Trust, Singapore American School, Dulwich College Singapore, Stamford American International, the Australian International School and the Canadian International School. Tier 1 capacity at Years 1, 7 and 12 is tight, with 6 to 18 month waiting lists at the very top names. Apply early.
Lisbon's English-medium market is smaller but growing fast on the back of strong inbound migration since 2020. St Julian's School, Carlucci American International School of Lisbon (CAISL), the Park International School, the United Lisbon International School, the British School of Lisbon and Astoria School are the names families compare. Demand has tightened since 2022 but most schools still admit qualified applicants within a single term outside Years 1 and 7. See our Singapore city guide and Lisbon city guide for school directories and current admission notes.

Fees and value for money
Premium Singapore schools publish 2025 to 2026 secondary fees between SGD 38,000 and 56,000 (roughly USD 28,000 to 42,000), with UWCSEA Dover, Tanglin Trust and SAS leading. On top, a one-time refundable building or facility levy of SGD 3,000 to 10,000 is typical. Singapore does not regulate fee increases, so plan for a 4 to 7 percent annual uplift. Use the cost calculator to model a five year per-child number.
Lisbon is materially cheaper. St Julian's School publishes annual fees from EUR 12,400 to 29,100 across the year groups, with the first year typically EUR 18,400 once one-time fees are loaded. CAISL runs EUR 12,100 to 23,500, again with a one-time levy in Year 1. The British School of Lisbon and United Lisbon sit in the EUR 14,000 to 22,000 bracket. Most families budget EUR 18,000 to 25,000 per child all in.
Curriculum availability
Singapore is concentrated on IB (UWCSEA, Tanglin, Dulwich, Canadian), American (SAS, Stamford) and British (Tanglin senior years, Dulwich, NEXUS). Lisbon offers IB at St Julian's, CAISL, United Lisbon and the Park, plus British IGCSE and A Level at the British School and the new wave of small private starts. The IB Diploma is the safest portable credential in either city. See the IB hub and British curriculum hub for more on the routes.
Neighbourhoods families pick
In Singapore, the catchments that matter most are Bukit Timah and Sixth Avenue (near Tanglin, Dover Court and German European), the East Coast (UWCSEA East, OFS), Holland Village and Dempsey for Stamford, and Woodlands for SAS. A three bedroom condo in central catchments runs SGD 8,000 to 14,000 per month. In Lisbon, families cluster in Carcavelos and Estoril near St Julian's, in Sintra near CAISL, in Cascais for lifestyle and in central Lisbon for United Lisbon. A four bedroom house in Carcavelos or Cascais runs EUR 3,000 to 6,000 per month.
Lifestyle and climate
Singapore is hot and humid year round (27 to 32 degrees Celsius), with daily afternoon storms, unmatched public transport and a reputation as one of the world's safest cities. Lisbon is sunny and dry, with mild winters around 12 to 16 degrees and warm but not extreme summers. Surfing, sailing and weekend trips to the Algarve define the Lisbon family rhythm. Singapore is the better hub for Asia travel; Lisbon offers easy access to the rest of Europe, North Africa and the Americas via TAP.
Verdict: who picks which city
Choose Singapore if academic outcomes, safety and elite school options matter more than cost, and your role can carry the premium. It is the stronger city for families approaching Year 11 to 13 where IB Diploma or AP outcomes will shape university applications. Choose Lisbon if lifestyle, value and a generous visa matter more, your work can be done from a remote-friendly base, and you want a beach-and-mountains weekend life within forty minutes of the school gate.
Most families we work with run both cities through the cost calculator before they commit. The five year all-in delta between similar schools and similar housing typically runs USD 150,000 to 280,000 in Lisbon's favour.
