Dubai is the cheaper city by every measure that matters to parents. School fees are lower, housing is dramatically larger for the money, and disposable income stretches further. Singapore wins on safety, public infrastructure, university outcomes from local IB schools, and a calmer family rhythm. Both cities have mature international school markets with strong English-medium provision from age 3 to 18.
Schools landscape side by side
Dubai's market is the larger of the two by school count, with more than 220 private schools regulated by KHDA. Around 32 are authorised IB World Schools, 74 follow the British curriculum and roughly 38 run an American pathway. Flagships parents recognise include GEMS Wellington International, JESS Dubai, Dubai College, Repton, Dwight School Dubai and Dubai International Academy Emirates Hills. Capacity is generally good, particularly outside the Tier 1 names, and many families secure a place within a single term.
Singapore has a smaller market by school count but a deeper Tier 1 bench. The schools that dominate shortlists are UWCSEA, Tanglin Trust, Singapore American School, Dulwich College Singapore, Stamford American International and the Australian International School. Demand frequently outstrips supply for Years 1, 7 and 12 places at the top three names, with waiting lists running 6 to 18 months at peak intake. Apply early.

Fees and value for money
Average international school tuition in Dubai sits around USD 18,000 to 24,000 per year for secondary, with premium schools such as Dwight and Swiss International Scientific School pushing USD 28,000 to 30,000. KHDA caps annual fee increases against inspection ratings, which gives parents budget visibility most other cities do not offer. See our Dubai fees guide for the all-in load including transport and capital levies.
Singapore is materially more expensive. Premium schools including UWCSEA Dover, Tanglin Trust and Singapore American School publish secondary fees between SGD 38,000 and SGD 56,000 (roughly USD 28,000 to 42,000). On top of tuition expect a one-time refundable building or facility levy of SGD 3,000 to 10,000. Singapore does not regulate fee increases, so plan for a 4 to 7 percent annual uplift. Use the cost calculator to model a five year all-in number per child.
Curriculum availability
Both cities cover the global big four: IB, British (IGCSE and A Level), American (AP and SAT pathway) and to a lesser extent Indian CBSE. Dubai has a clear British and IB bias by school count; Singapore tilts toward IB and American. The IB Diploma is the safest portable credential in either city. If your assignment is uncertain or you may move again within five years, an established IB programme reduces transfer friction.

Neighbourhoods families pick
In Dubai, international school families cluster in Arabian Ranches, Dubai Hills Estate, Jumeirah, Mirdif, The Springs and Al Barsha. School-bus routes are dense and the cost-of-space advantage is real: a four-bedroom villa with a garden runs USD 4,000 to 6,500 per month, a third of the price of equivalent space in Singapore.
In Singapore, the school catchment areas that matter most are Bukit Timah and Sixth Avenue (near Tanglin, Dover Court and the German European School), the East Coast (around UWCSEA East, OFS and Tanjong Katong), Holland Village and Dempsey for Stamford American, and Woodlands for Singapore American. A three-bedroom condo in central catchments runs SGD 8,000 to 14,000 per month, with strong public transport but very limited garden space.
Lifestyle and climate
Dubai is hot and dry for eight months of the year, with summer peaks above 45 degrees Celsius that confine family life indoors from June to early September. The flip side is winter, when outdoor sport and beach weekends define how children grow up here. Singapore is hot and humid year round, around 27 to 32 degrees Celsius, with daily afternoon storms that families adapt to quickly. Singapore is materially safer in survey data and has unmatched public transport. Dubai has the world's busiest international airport and easier travel to Europe, Africa and South Asia.
Verdict: who picks which city
Choose Dubai if you want maximum space for your money, lower school fees, a sun-and-beach family life, and a faster-moving career market. It also suits families with younger children who prioritise extracurricular range and large campuses.
Choose Singapore if academic outcomes, safety and a calmer rhythm matter more than cost, and your role can carry the premium. It is the stronger city for families approaching Year 11 to 13 where IB Diploma outcomes will shape university applications.
Most families we work with run both cities through the cost calculator before they commit. The five year all-in delta between similar schools and similar housing is usually USD 80,000 to 150,000 in Dubai's favour.
Frequently asked questions
