London is the spiritual home of the British curriculum but has become much more expensive for international families since the 2025 imposition of 20 percent VAT on private school fees. Dubai has many of the same UK heritage schools (Repton, Dulwich, Brighton College, Cranleigh, North London Collegiate) at materially lower cost and zero income tax.

London's international school landscape sits inside the wider UK independent school market. Names families typically consider as full international schools include The American School in London (TASIS England is just outside), International School of London, Southbank International, ACS Cobham (commuter belt), Halcyon London International, and IB-focused schools such as Sevenoaks just outside the M25. UK independent schools such as Westminster, St Paul's, Wycombe Abbey and Eton operate on a different admissions logic and rarely sit on relocation shortlists for late entry years.

Fees and value for money
Since January 2025, the UK government applies 20 percent VAT on most private school fees. A London IB Diploma place that cost GBP 30,000 in 2024 typically costs GBP 36,000 in 2026 once VAT is loaded. Add registration, a refundable deposit equal to one term's fees, lunches, uniform and transport and the all-in number at a Year 10 student at a top London IB school is GBP 42,000 to 48,000 per year (around USD 53,000 to 60,000).
Dubai's secondary tuition at the same calibre of school is USD 22,000 to 30,000, with KHDA caps on annual increases. The combined effect of school fee differential and zero income tax can be USD 50,000 to 150,000 per child per year in Dubai's favour. Our fees tool helps model this side by side.
Curriculum availability
Both cities run all major curricula. London is the natural home of GCSE and A Level, with IB Diploma growing rapidly. Dubai has a strong British presence and very high IB density. American AP exists in both cities but is more developed in Dubai. CBSE and other Indian boards are available in Dubai and not in London.

London expat families settle in Notting Hill, Chelsea, Hampstead, St John's Wood and Wandsworth for inner-city schools; Cobham, Esher, Weybridge, Sevenoaks and Beaconsfield for the international school commuter belt. A four-bedroom family home in inner London catchments now runs GBP 6,500 to 16,000 per month; commuter belt is GBP 4,500 to 8,500.
Dubai families pick Arabian Ranches, Dubai Hills Estate, Jumeirah, The Springs and Mirdif. A four-bedroom villa runs USD 4,000 to 6,500 per month, often with private pool and garden. The space differential is substantial.
Lifestyle and climate
London's strengths are unmatched cultural depth, parks, sport and a temperate climate that suits outdoor sport year round. The downsides for international families are grey winters, the housing cost in school catchments, and the new VAT load. Dubai is the inverse: outdoor life is fantastic from October to May but punishing in summer, and the cultural depth is improving but still narrower. Both cities are very safe; both have excellent paediatric healthcare; Dubai has the busier airport and easier weekend travel to Africa and South Asia.
Verdict: who picks which city
Choose London if cultural depth, university access and the genuine British school heritage matter most, and you can absorb the VAT-loaded fee base on top of a UK tax bill.
Choose Dubai if total compensation after tax and after school fees is what shapes your decision. The same Repton or Brighton College brand exists at a fraction of the all-in cost, with sun, space and zero income tax.
