London is the more expensive city on paper, yet the gap narrows once you load Hong Kong school debentures and central housing into the model. Schools landscape side by side

Hong Kong runs roughly 50 international schools serving 40,000 students, dominated by the English Schools Foundation network and a strong premium tier. Shortlists almost always include ESF schools, Harrow Hong Kong, Kellett, Hong Kong International School and Chinese International School. The catch is access, top schools typically expect a corporate debenture or individual capital certificate, often HKD 300,000 to HKD 800,000 per family, and Year 7 and Year 12 waiting lists run six to twelve months in popular catchments.

London has no peer for breadth. Beyond dedicated international schools such as ACS Cobham, The American School in London, ICS London and Southbank International, families also tap the traditional British private sector, including Westminster, King's College School Wimbledon, North London Collegiate and the Surrey day schools. There are no debentures in the British private sector, just registration fees and rolling deposits, and most schools admit on test plus interview rather than on waiting list rank.

Fees and value for money

Hong Kong fee bands for 2026 run HKD 90,000 to HKD 200,000 across the ESF network and HKD 200,000 to HKD 330,000 at the premium English-language schools, roughly USD 11,500 to USD 42,000. Add 20 to 30 percent in transport, debenture amortisation, capital levies and activity fees to reach the real annual outlay per child.

London's private day schools run GBP 22,000 to GBP 35,000 a year for senior years, with international schools clustering at the higher end. Boarding adds GBP 15,000 to GBP 25,000 on top. The British private sector is now subject to 20 percent VAT on fees from January 2025, which most schools have passed on in full. Daily family life leans on excellent public transport, hiking trails and quick weekend travel into mainland China and Southeast Asia. London delivers parks, sport, world-class culture and the deepest university feeder network in Europe, balanced against grey weather and longer commutes. Both cities are safe by global standards.

Choose Hong Kong if your role pays the housing and debenture premium and you want fast access to Asian travel, plus a school system that produces strong IB and British outcomes.
