Hong Kong is unusual in having a publicly subsidised network of international schools, the English Schools Foundation. ESF runs 22 schools and remains one of the best value Tier 1 British IB pathways in Asia, with annual tuition between HKD 93,700 and HKD 203,400 in 2026. Outside ESF, families consider Hong Kong International School, German Swiss International, Chinese International School, Harrow Hong Kong, French International School and the Canadian International School.
Dubai's market is wider rather than deeper. With over 220 private schools and 32 authorised IB World Schools, the choice on curriculum and budget is broader than in Hong Kong. Flagship names include GEMS Wellington International, JESS, Dubai College, Repton and Dwight School Dubai.

Fees and value for money
Hong Kong school fees range widely. ESF Year 12 sits at around HKD 200,000 (USD 25,600) including capital levy contributions; Hong Kong International School and German Swiss top USD 32,000 at senior years. Most Hong Kong international schools also charge a non-refundable Capital Levy of HKD 30,000 to 38,000 plus a one-off debenture or nomination fee that can run into the hundreds of thousands of dollars at the most exclusive schools.
Dubai's secondary tuition runs USD 18,000 to 30,000 with no debentures, and KHDA caps fee increases against inspection ratings. Curriculum availability
Both cities cover IB, British and American pathways. ESF Hong Kong is largely an IB system at sixth form, which gives the IB Diploma exceptional depth here. Dubai is more curriculum-diverse, with a roughly equal split between British (A Level), IB Diploma and American (AP) at sixth form. If you need CBSE, Dubai has it; Hong Kong does not.

Neighbourhoods families pick
Hong Kong families typically settle on Hong Kong Island for Mid-Levels, Pok Fu Lam, Repulse Bay and Stanley near HKIS and ESF South Island; Kowloon for ESF Kowloon Junior and Beacon Hill; the New Territories for Sha Tin College and Discovery Bay or Clearwater Bay for the international schools there. Three-bedroom flats in central school catchments run HKD 60,000 to 110,000 per month (USD 7,700 to 14,100), and outdoor space is scarce.
Dubai's school catchments concentrate in Arabian Ranches, Dubai Hills Estate, Jumeirah, The Springs and Mirdif. A four-bedroom villa with a garden costs USD 4,000 to 6,500 per month, often less than half the equivalent floor area in Hong Kong.
Lifestyle and climate
Hong Kong has hot humid summers, mild winters, and a typhoon season that closes schools several times each autumn. Public transport is excellent, hiking and beaches are 30 minutes from the city, and air pollution episodes are less acute than in mainland Chinese cities but worse than Dubai. Dubai is hot and dry, with a clearly hostile June to early September and a beautiful October to April. Dubai is more car-dependent, Hong Kong more walkable. Both are extremely safe for children.

Choose Hong Kong if your role pays a fully expensed package, you want walkable urban density and you value the public transport and proximity to mainland China. ESF affordability for Tier 1 British IB provision is unique in Asia.
