Tokyo offers exceptional safety, an ordered family life and high quality international schooling, but with limited expat scale and noticeable language friction outside the school gate. Doha offers tax-free salaries, easier family logistics, and a much larger expat community, but in a much hotter climate with thinner cultural depth. Both have made significant school market upgrades in the last five years.

Schools landscape side by side

Tokyo's flagship international schools are American School in Japan (ASIJ), British School in Tokyo (BST), Tokyo International School and Nishimachi International School. Yokohama International School (YIS) on the Bluff is a popular alternative for families willing to commute. The IB Diploma is offered at YIS, Tokyo International School, K International School and as an alternative pathway at ASIJ and BST. Capacity is generally adequate but Year 1 entry at ASIJ and BST often fills 12 to 18 months ahead.

Doha's international school market has matured rapidly. The schools that dominate shortlists are Doha College, ACS Doha International School, Doha English Speaking School (DESS), American School of Doha, and Park House English School. Park House and ACS run the IB Diploma, Doha College anchors the British IGCSE and A Level route, and American School of Doha covers AP and a US Diploma. Demand has risen sharply since 2022 with 35 to 40 percent more expat children in the system.

Fees and value for money

Tokyo tuition runs JPY 2.5 million to JPY 4.5 million per year depending on year group and school. ASIJ sits at the top end with high school tuition around USD 26,000 to USD 30,000, BST clusters USD 15,000 to USD 23,000, and YIS runs around USD 22,000 to USD 28,000. Year-one capital levies of JPY 300,000 to JPY 800,000 add another USD 2,000 to USD 6,000 in the first year. The weak yen has made Tokyo unusually affordable for USD-denominated packages over the last three years.

Doha tuition at the established names sits in the USD 20,000 to USD 35,000 range. ACS Doha publishes annual fees of QAR 51,000 to QAR 64,000 in lower grades, rising to QAR 73,000 to QAR 130,000 plus in senior years. Doha College and DESS sit slightly below ACS at the senior end. Capital levies and registration are typically QAR 4,000 to QAR 9,000 in year one. Use the cost calculator to model a five year run for both cities.

Curriculum availability

Tokyo's IB Diploma pathway is the safest international credential, available at YIS, Tokyo International School, K International School and as an option within ASIJ and BST. American AP and US Diploma are strong at ASIJ. British IGCSE and A Level are well delivered at BST. The Japanese language is taught from early years across all international schools, which is a meaningful long-term asset.

Doha leans British and IB. Doha College runs IGCSE and A Level, ACS Doha runs the full IB continuum, and American School of Doha covers the AP pathway. Arabic is mandatory at all Qatari-licensed schools from Grade 1, which is taken seriously by curriculum inspectors. See our IB hub and British curriculum hub for details.

Neighbourhoods families pick

In Tokyo, international school families cluster in Hiroo, Azabu, Roppongi, Setagaya and Yoyogi (for ASIJ buses), and in Yokohama Bluff and Yamate for YIS families. A three-bedroom apartment in Hiroo or Azabu runs JPY 600,000 to JPY 1,200,000 a month (USD 4,000 to USD 8,000). Family-sized housing in Setagaya runs slightly cheaper at JPY 450,000 to JPY 900,000.

In Doha, families cluster in West Bay, The Pearl, Al Waab, Al Aziziya and Al Gharrafa, depending on which school the children attend. A four-bedroom villa with garden in Al Waab or Al Aziziya runs QAR 18,000 to QAR 30,000 a month, often heavily subsidised by employer housing allowances. The Pearl is the more apartment-led, marina-style alternative for parents working in West Bay.

Lifestyle and climate

Tokyo is the safer city by a clear margin and offers some of the best public transport in the world. The downsides for families are limited green space inside the 23 wards, summer humidity and earthquake risk. Doha is hotter from May to September with summer peaks above 45 degrees Celsius, but offers indoor entertainment scale (Lusail, The Pearl, Doha Festival City) that Tokyo's expat segment cannot match. Doha is materially safer than most Western capitals and offers easier weekend travel to Europe and South Asia.

Verdict: who picks which city

Choose Tokyo if you want a culturally rich, ordered family life with Japan's safety and rail-grade public transport, and if your role pays a USD-denominated package that takes advantage of the weak yen. It is the stronger pick for families with senior school children targeting US and UK universities through ASIJ, BST or YIS.

Choose Doha if you want a tax-free salary, an established expat-majority city, and a faster, simpler relocation. It is the stronger pick for younger families with primary-age children and for parents who want a Gulf base for travel across MENA and Asia. Most families we work with run both through the cost calculator; the five year delta depends heavily on whether you receive a tax-equalised package.

Frequently asked questions

Is Tokyo or Doha cheaper for international school families in 2026?

Doha is cheaper at headline level once you factor in the absence of income tax. Tokyo international school fees and apartment rent are higher in USD terms, though the weak yen has narrowed this gap considerably since 2022. For tax-equalised packages the two are broadly comparable.

Which city has stronger international schools?

Tokyo has the more established premium bench at ASIJ, BST and YIS. Doha's top tier (Doha College, ACS, DESS, American School of Doha) has improved sharply since 2020 and is now comparable for IB and British outcomes. The deciding factor for most families is curriculum mix rather than headline quality.

Is the family visa easier in Tokyo or Doha?

Doha is faster and simpler. Employer-sponsored family residence permits are issued within four to six weeks. Tokyo working visas plus dependent visas typically take eight to twelve weeks and require more documentation, though renewals are straightforward.

How long does the school admissions process take in each city?

In Tokyo, ASIJ and BST often fill 12 to 18 months ahead at popular year groups, with shorter waits at YIS and Tokyo International School. In Doha, most established schools can offer places within three to six weeks outside the very top intake points, though Doha College and ACS often have 4 to 9 month waits for Year 7 and Year 12.

Where do most international school families live in each city?

Tokyo families cluster in Hiroo, Azabu, Setagaya and the Yokohama Bluff. Doha families pick The Pearl, West Bay, Al Waab and Al Gharrafa depending on the school they target.
