How many primary schools in Dubai
KHDA's 2025 to 2026 register lists roughly 130 schools running an international primary phase, defined as FS2 to Year 6 in the British system or kindergarten to grade 5 in the American system. The IB Primary Years Programme is delivered by around 18 of those. Primary phase capacity in Dubai has grown faster than secondary capacity over the last five years, in part because GEMS, Taaleem and Innoventures all opened all-through campuses targeting the family relocations that surged after 2021.
About 80 schools deliver the British primary curriculum, anchored on the EYFS and Key Stage 1 and 2 framework. Around 22 follow the American elementary model, typically using Common Core mathematics with AERO standards. The IB PYP cluster sits at 18. The remainder runs Indian CBSE, French, German, Japanese, Filipino and other national curricula serving specific expatriate communities. For a curriculum-by-curriculum view of Dubai schools see our British curriculum hub and IB hub.
Inspection outcomes matter at the primary stage. KHDA's 2025 round rated 28 schools as Outstanding across all phases, of which 24 also hold Outstanding for primary. Around 60 sit at Very Good. The school census also tracks pupil to teacher ratios, which average 17 to 1 in Dubai primary classes, lower than the UK state average of 21 to 1.
Fees and the primary tiers
Dubai primary fees split into three rough tiers. The value tier, $7,800 to $11,500 per year, captures schools such as the Indian-led GEMS modern schools and the more affordable British curriculum campuses like Star International Mirdif. The mid tier, $11,500 to $17,000, covers most established names including JESS, Horizon, GEMS Wellington Primary and Dubai American Academy Primary. The premium tier, $17,000 to $24,600, is Jumeirah Primary, Dubai College Prep, Kings' School Dubai and Repton Primary.
Total cost at primary is closer to fees than at secondary because exam levies are minimal and capital fees taper from Year 1. Transport at $1,800 to $3,200 a year is the main extra. Illustrative example schools
The five primaries below are illustrative, not a ranking. Each has run for at least a decade in Dubai and currently holds Outstanding or Very Good KHDA status at the primary phase.
Jumeirah Primary School in Al Safa is one of Dubai's longest-running primary-only campuses, founded in 1996. British curriculum, Outstanding rated, and the traditional feeder into Dubai College, Jumeirah College and JESS Senior.
GEMS Wellington Primary School in the Meadows runs an EYFS and Key Stage 1 to 2 programme feeding into GEMS Wellington International. Strong reputation for early literacy and a transparent fee structure.
Horizon English School in Umm Al Sheif is a primary-only British curriculum school sitting close to Jumeirah Primary in quality. Smaller cohorts, established 1992, and a feeder relationship with Dubai College.
Kings' School Dubai in Umm Suqeim is one of the premium British primary schools, parent of Kings' Al Barsha and Kings' Nad Al Sheba. Selective at the older years, very competitive entry from FS2.
Where primary families live
Primary-age families in Dubai cluster around the same four villa zones the nursery cohort uses, but the centre of gravity shifts inland. Jumeirah, Umm Suqeim and Al Safa for the original British-curriculum primary pipeline. Dubai Hills Estate and Mudon for newer family compounds with bus access to Repton, GEMS Wellington Primary and Dubai British School Mira. Arabian Ranches for JESS Arabian Ranches and Ranches Primary. Mirdif for the value-tier cluster around Star International and Uptown Mirdif. Downtown and Business Bay for apartment-dwelling families who use school transport into Jumeirah or Al Barsha.
Commute time is the most underrated factor in Dubai primary choice. Bus journeys can stretch to 75 minutes one way for the long Dubai Marina to Al Sufouh runs at peak. Walking-distance primaries are unusual outside the older Jumeirah villas. Use the cost calculator to factor transport into total cost when comparing offers.
Admissions calendar
Applications for the September 2026 academic year opened in most Dubai primary schools from September 2025. Tier 1 selective primaries such as Jumeirah Primary, Horizon and Dubai College Prep close their FS2 lists by January, with assessment days in February and offers in March. Mid-tier schools accept applications on a rolling basis through to June, subject to year group availability. The September 2026 round is unusually competitive for Year 3 to Year 5 transfers because demand outstrips supply in the most desirable schools.
If you are committing to a specific Tier 1 primary, apply 10 to 12 months before your desired start. If you are open on school but firm on neighbourhood, applying 4 to 6 months out is usually enough.
