The Singapore international primary landscape

Singapore has roughly 40 international schools operating a substantial Year 1 to Year 6 Primary section, the deepest Primary supply in Southeast Asia. The curriculum split is dominated by three streams: British Lower School (around 18 schools), IB PYP authorised Primary (around 14 schools), and American Lower School running US grade levels (around 6 schools). The Australian, Canadian, Indian, French and German Primary sections account for the remainder.

The Council for Private Education and the Ministry of Education jointly regulate the sector. Class sizes at Primary typically run 18 to 24 children, with the premium tier schools (UWCSEA, Tanglin Trust, Dulwich Singapore) holding closer to 22 as a structural ceiling. Specialist teaching at Primary (PE, Music, Mandarin, Visual Arts) is standard across all three main curricula by Year 3.

Year 1 is the most oversubscribed entry point across every school. Year 3 (start of upper Primary) is the second pressure point at British schools. Mid Primary transfers (Year 4 and Year 5) are typically less competitive subject to class balance, though the top three feeders run waitlists at every year group.

Fees and Singapore tiers

Singapore Primary tuition sits in three rough tiers. The value tier, S$22,000 to S$28,000, covers ISS International, the smaller Australian, Canadian and Indian schools, and the value bilingual options. The mid tier, S$28,000 to S$36,000, covers Stamford American, GEMS World Academy, Australian International School, Canadian International and Chatsworth International at the Primary stage. The premium tier, S$36,000 to S$45,000, sits at UWCSEA Dover and East, Tanglin Trust Junior, Dulwich College Singapore Junior, and Singapore American School Lower School.

Published tuition is the cleanest fee structure in Asia but is not the full cost. Registration is non refundable at S$2,500 to S$5,500. Capital levy or facilities fee adds S$1,800 to S$4,400 a year. Building fund contributions of S$3,500 to S$10,000 can apply at Year 1 entry. Our Singapore fees guide sets out the loading mathematics for the full Primary cohort. The fees comparison tool stacks Primary tuition against Secondary equivalents to help families plan a multi year horizon.

Illustrative example schools

The five schools below are illustrative, not a ranking. Each has run a substantial Primary section for at least 15 years.

UWCSEA Dover Primary is the original UWC campus and the most academically selective Primary entry in Singapore. The Primary section runs IB PYP authorised classrooms from Junior 1 to Junior 5, with strong assessment based admission at every year group.

Tanglin Trust Junior School at Portsdown runs British National Curriculum Year 3 to Year 6, following the Tanglin Trust Infant School (Year 1 and 2). Small class sizes, mature specialist teaching, and a direct continuation into Tanglin Senior School.

Singapore American School Lower School at Woodlands operates US grade levels (Pre-Kindergarten through Grade 5) on the integrated Woodlands campus. The largest American Primary provision in Asia, with strong sciences and a deep service learning programme.

Stamford American International School Primary at Woodleigh runs the IB PYP authorised Primary programme on the central Woodleigh campus, with a bilingual Mandarin English immersion option.

Dulwich College Singapore Junior School at Bukit Batok delivers the Dulwich Junior School model with British heritage, strong music and the Toddle through Year 6 continuation onto the IB and IGCSE Senior programmes.

Where Primary families live

Primary families in Singapore cluster tightly around school catchments. Holland Village, Bukit Timah and Sixth Avenue for UWCSEA Dover, Tanglin Trust and Dover Court. East Coast, Marine Parade and Siglap for UWCSEA East and the Australian International School. Woodlands and Sembawang for Singapore American School families. Woodleigh, Bishan and Serangoon for Stamford American Woodleigh and the Australian International School. Bukit Batok, Clementi and Jurong East for Dulwich College Singapore.

Rental premiums in the Tanglin and Holland Village catchments run 15 to 25 percent over comparable Singapore zones, the highest in the city. Woodlands and Sembawang carry a smaller 8 to 12 percent premium tied to Singapore American School. East Coast catchments have appreciated faster than the city average over the past three years as Hong Kong families have relocated. The relocation cost calculator can stress test rental plus tuition against your target neighbourhood.

Admissions calendar

The Singapore international school year runs August to June. Year 1 applications for the August 2026 academic year opened at most schools in August 2025. UWCSEA closed its Junior 1 intake list in early December 2025, with offers from February to March 2026. Tanglin Trust ran a parallel cycle ending in January. Singapore American School Lower School runs a centralised application portal with offers issued from January.

Mid Primary transfers (Year 3 to Year 5) accept applications on a rolling basis subject to year group availability. Year 5 and Year 6 transfers may require subject placement testing where the previous curriculum was significantly different. Families relocating mid school year should apply 4 to 6 months ahead and arrive with the previous two years of school reports translated into English where applicable.
