Hong Kong is the larger, more academically intense market with a global Tier 1 reputation through ESF, German Swiss and HKIS. Doha is the calmer Gulf city with strong British and IB provision, cheaper villa housing, and a school market that is still growing into demand. Both cities are mature postings with English working everywhere day to day.
Schools landscape side by side
Hong Kong families shortlist ESF schools (King George V, West Island, Sha Tin College), German Swiss International, Hong Kong International School, Harrow Hong Kong, Chinese International and Kellett. ESF is the city's most cost-competitive premium provider and operates roughly half its secondary capacity at IB Diploma. Waiting lists are real at K1, Year 7 and Year 12.
Doha is smaller. The dominant names are the American School of Doha, Doha British School, Compass International School Doha, Qatar Academy and the College of the North Atlantic-Qatar Academy partnerships. Compass and DBS run multiple campuses, which gives families more flexibility on commute and capacity than Hong Kong's central island schools.

Fees and value for money
Hong Kong is the more expensive market. ESF secondary tuition runs HKD 200,000 to 232,000; HKIS, Harrow and German Swiss sit at HKD 250,000 to 340,000 (roughly USD 32,000 to 43,000). Most premium schools also require a debenture or capital note of HKD 200,000 to 1.5 million per family, refundable but locked for the duration of enrolment.
Doha is materially cheaper on fees. Mid-tier British and American schools run QAR 50,000 to 75,000, with the premium American and IB schools at QAR 85,000 to 105,000 (USD 23,000 to 29,000). Capital levies are far lower than in Hong Kong, typically QAR 5,000 to 15,000. Use our cost calculator for an all-in five year model.
Curriculum availability
Both cities cover the global big three. Hong Kong has the deeper IB cohort (ESF runs IB Diploma across most secondary schools) and a strong British and American presence at Harrow, HKIS and the Canadian International School. Doha is British and American heavy with growing IB provision at Qatar Academy and Compass.

Neighbourhoods families pick
Hong Kong families pick Mid-Levels and the Peak for proximity to HKIS, Discovery Bay and Tung Chung for KGV and Discovery College, the Southside (Repulse Bay, Stanley) for Hong Kong Academy and German Swiss, and Sai Kung for international families wanting more space. A three-bedroom apartment in Mid-Levels runs HKD 60,000 to 100,000 per month.
Doha families cluster in The Pearl, West Bay Lagoon, Al Waab, Education City and Mesaimeer for proximity to the main international schools. A four-bedroom villa in Al Waab or Aspire Zone runs QAR 14,000 to 24,000 per month, around a third of equivalent space in Hong Kong.
Lifestyle and climate
Hong Kong is one of the world's densest and most efficient cities, with hiking trails 20 minutes from the central business district, a 24-hour MTR-linked economy and unmatched short-haul travel across Asia. Air quality varies by season and depends on the mainland wind direction. Doha is quieter, hotter (45 degrees-plus from June to September), with a heavy reliance on cars but excellent indoor leisure infrastructure. Doha is materially safer in survey data; Hong Kong wins on weekend cultural depth.
Verdict: who picks which city
Choose Hong Kong if your package can absorb the premium and you want a globally recognised Tier 1 IB outcome plus dense Asia connectivity. It is the stronger city for families targeting US or UK university applications from a strong school cohort.
Choose Doha if you want a cheaper villa lifestyle, calmer family rhythm and a school market with capacity. It also suits families wanting easy access to Europe and Africa rather than East Asia.
Run both through the cost calculator with housing and fees together. The five year all-in delta for two children at equivalent premium schools is usually USD 200,000 to 320,000 in Doha's favour.
