Doha is the cheaper, faster and more expat-saturated city. Shanghai is the bigger, denser and more academically intense market. Both have mature international schools that take children from age 3 to 18 in English, but the volume, fee load and admissions tempo differ sharply.

Shanghai runs one of the largest international school markets in Asia. Doha's scene is smaller in absolute terms but punches above its weight. Doha College, American School of Doha (ASD), Qatar Academy, Compass International, Park House English School and Doha British School are the names most expat parents shortlist. The Ministry of Education regulates fees and inspection ratings via the Supreme Education Council framework, which gives families budget visibility year to year. Capacity is generally good outside the very top names, and most families place a child within four to eight weeks of arrival.

Fees and value for money
Shanghai is the more expensive city by tuition. Premium schools such as Shanghai American School and Dulwich publish secondary fees of CNY 280,000 to CNY 340,000 (roughly USD 38,000 to USD 47,000). On top of that expect a one-time refundable capital levy of CNY 30,000 to CNY 100,000 and annual increases of 4 to 7 percent. The five year all-in cost per child at a Tier 1 Shanghai school can comfortably exceed USD 220,000.
Doha runs cheaper across the board. Premium schools such as ASD, Doha College and Qatar Academy publish secondary fees of QAR 85,000 to QAR 125,000 (USD 23,000 to USD 34,000). Mid-tier options including Compass and Park House sit between QAR 55,000 and QAR 80,000. Many employer packages still include a school allowance covering the full or partial bill, particularly in oil, gas and government sectors. Curriculum availability
Both markets cover the global big four. Shanghai tilts toward IB and American, with growing British capacity at Wellington, Dulwich and Harrow. Doha tilts British and IB with strong American provision through ASD. The IB Diploma transfers cleanly in either direction and is the safest bet if you are likely to move again. Note: Shanghai's licensed international schools restrict admission to foreign passport holders, with limited bilingual streams for Chinese nationals. This is a hard rule. Doha has no such restriction; local Qatari families regularly attend the same international schools as expats.
Neighbourhoods families pick
In Shanghai, the catchments that matter are Pudong Jinqiao (close to SAS, Dulwich and Concordia), Hongqiao on the west side (Shanghai Community International, Wellington and BISS Puxi), the Former French Concession (small bilingual primaries and lifestyle) and Minhang for larger compounds and Western International School. A three-bedroom serviced flat in Jinqiao or Hongqiao runs CNY 28,000 to CNY 45,000 per month.
In Doha, families cluster in The Pearl, West Bay Lagoon, Al Waab, Education City and Al Gharrafa. A four-bedroom compound villa with shared pool and gym runs QAR 18,000 to QAR 30,000 per month. School buses are widespread and traffic from western residential areas to schools is manageable outside morning rush. The cost-of-space delta over Shanghai is meaningful.
Lifestyle and climate
Shanghai is a four-season city with hot humid summers, mild winters and frequent rain in spring and autumn. Air quality has improved meaningfully since 2018 but families with asthma should still keep a PM2.5 monitor handy. The cultural offer (museums, food, weekend escapes to Suzhou and Hangzhou) is unmatched in Asia outside Tokyo.
Doha is hot and dry with summer peaks above 45 degrees Celsius from June to September, then beautiful winters with desert camping, outdoor sport and Souq Waqif evenings. Crime is very low, drivers are aggressive, and family life is car-centric. Hamad International Airport puts London at six hours and Singapore at eight, which suits parents who travel.

Choose Shanghai if your role demands China exposure, your school budget is generous, and you want the largest, deepest IB and American market in the region. It rewards families who can commit to two-plus years and engage with Mandarin learning.
Choose Doha if you prioritise lower fees, a faster admissions process, family-friendly compounds and short flight times to Europe, Africa and South Asia.
